Kansas Governor Brownback in cowboy boots? As the article points out, a state’s investment in the arts is a nominal budget expense with a pretty high level of economic return. So, like in Kansas, this seems more ideologically based and as politicans learned long ago, no one is willing to expend any real political capital in preserving or increasing arts funding. The responsibility always falls to arts organizations themselves - organizations with limited capacity to take on effective advocacy and without lobbyists or political action committees.
